TRAFFIC OFFICER
(Paterson Band: C2)

Main purpose of the job: Responsible for law enforcement of Road Traffic and Transport Act and the promotion of Road Safety in the Swakopmund District.

Key performance areas:  Enforcement of all traffic rules and regulations to ensure a safe traffic environment;  Control of traffic during special circumstances (traffic accidents, processions, VIP escorts, etc.) to ensure an effective and safe traffic flow;  the execution of court duties to assist in the process of justice being served;  provision of training and education functions to promote road safety and the abiding of traffic laws; performance of administration duties to ensure the effective running of the Traffic Section; provide emergency assistance whenever needed.

Requirements and experience

  • Grade 12 (pass mark of 20 points over 5 subjects which must include an E symbol in English);
  • National Basic Traffic Diploma;
  • Be registered as per Section 12 of the RTTA, Act 22/1999 (kindly attached all 5 Certificates to your application): Examiner of Licences, Traffic Officer; Examiner of Vehicles, Inspector of Driver Licenses and Road Transport Inspector;
  • 1 year experience as Traffic Officer (Proof of Testimonials are required);
  • Code A and CE driver’s license with a valid Professional Authorization; and
  • Certificate of Good Conduct (Any person who has been convicted of violating a traffic offence under the Road Traffic and Transportation Act 22 of 1999 or any other law relating to road traffic applicable in Namibia or has been arrested and charged under such Act but is still awaiting judgement by a court of law will not be considered for the position. Proof of Code of Conductvalid for 6 months should be attached) and good command of the English language.

DEPUTY CHIEF FIRE OFFICER
(Paterson C3 Band)

 

Main purpose of the job: To Supervise Operational Section shifts at a station including duties and responsibilities include maintaining readiness for emergency call response; responding to fire, medical, and related emergency calls when dispatched and taking proper action; educating staff and public on fire safety/prevention; and performing other tasks in accordance with the Local Authorities Fire Brigade Services Act no 5, 2006.
Requirements: Applicants should have an Advanced Diploma in Fire Brigade Services or such equivalent qualification and 10 years fire related experience at Senior Management level OR a Grade 12 (pass mark of 20 points over 5 subjects which must include an E symbol in English) or such equivalent qualification and 15 years fire related experience at Senior Management level.

Additional Requirements: Fire Technology and Fire Service Management, Fire Operations or Disaster Management; a Code C1 driver’s license with PA and a Health Profession Councils of Namibia registration as Basic-ECP.

Key performance areas: The successful candidate will be responsible to execute the following duties:

  • Supervises the work/job activities of the staff members in the section;
  • Responds to emergencies;
  • Training/Operations;
  • Community fire prevention education programs;
  • Specialised education programs to emergency response teams;
  • Controls and maintains vehicle, tools, equipment and implements and Occupational Health and Safety Management (OHSM) at the workplace.

  3x CEMETERY WORKER
(Paterson A1 Band)

Main purpose of the job: Maintains and cleans cemeteries and gardens. Digging and refilling of graves.

Requirements: Applicants should have passed Grade 8 and 1 month relevant experience.

Key performance areas: Responsible for the maintenance of the three cemetery gardens and grounds; digging of graves and perform exhumation duties. The applicant will also be responsible for cleaning of the facilities such as the Chapel, Mortuary, Walkways, toilets, etc.

Purpose of job: Directs, manages, supervises and coordinates the activities and operations of the Procurement Management Unit including the formulating, planning, organizing and controlling the procurement strategic objectives, document management and administration functions towards the Procurement Committee and Bid Evaluation Committee. Provide and facilitate a transparent procurement process of best value and service by ensuring compliance with Public Procurement Act, 2015 (Act. No. 15 of 2015) to ensure Council’s procurement needs are accomplished. Provide support and specialized advice to internal users and external stakeholders.
Key Performance areas: The successful candidate will be responsible to execute the following tasks:

  • Strategic Management;
  • Financial Management;
  • Human Resources Management;
  • Procurement Management
  • Secretariat to the Procurement Committee;
  • Procurement Documentation and process;
  • Policies and Procedures;
  • Communication; and
  • Occupational Health, Safety, Environment and Quality Management (HSEQ)

Requirements: Applicants must be in possession of a Bachelor’s degree in Procurement/Supply Chain Management or Commerce (specializing in supply management or logistics and supply chain management) at an NQA 7 level; 5 years’ experience in a Procurement environment and 3 years managerial/supervisory experience; and be in possession of an Code B driver’s license and have knowledge of Microsoft Office.
