TRAFFIC OFFICER
(Paterson Band: C2)

 Requirements and experience: Grade 12 (pass mark of 20 points over 5 subjects which must include an E symbol in English), National Basic Traffic Diploma. Be registered as Examiner of Licences, Traffic Officer, Examiner of Vehicles, Inspector of Driver Licenses and Road Transport Inspector. With 1 year relevant experience as Traffic Officer. Code A and CE driver’s license with a valid Professional Authorization, no criminal record (Any person who has been convicted of violating a traffic offence under the Road Traffic and Transportation Act 22 of 1999 or any other law relating to road traffic applicable in Namibia or has been arrested and charged under such Act but is still awaiting judgement by a court of law will not be considered for the position. Proof of Code of Conduct – valid for 6 months should be attached) and good command of the English language.

Main purpose of the job: Responsible for law enforcement of Road Traffic and Transport Act and the promotion of Road Safety in the Swakopmund District.

Key performance areas: Enforcement of all traffic rules and regulations to ensure a safe traffic environment; Control of traffic during special circumstances (traffic accidents, processions, VIP escorts, etc.) to ensure an effective and safe traffic flow; the execution of court duties to assist in the process of justice being served; provision of training and education functions to promote road safety and the abiding of traffic laws; performance of administration duties to ensure the effective running of the Traffic Section; provide emergency assistance whenever needed.

HEALTH & WELLNESS OFFICER
(Paterson C4 Band)

Purpose of job: Plans, organizes, co-ordinates, implements, measure results and evaluates a multi-facetted program aimed at improving the health habits and wellness of Council’s employees through education, health promotion, medical self-care and interventions to attain measurable reduction in employee’s health risks and thereby help contain Council’s health costs.

Key Performance areas:The successful candidate will be responsible for implementation and monitoring the effectiveness of wellness initiatives and programs to improve employee health and well- being; performs professional therapeutic work as well as co-ordinating the activities of the wellness function;  promotes wellness and prevents illness and injury in the workplace; administers all aspects of Council’s HIV/AIDS programs; monitors and records workers health status and develop health education materials and training programs and facilitate training sessions.

Requirements: Applicant must be in possession of a Bachelor of Nursing and have 2 years relevant experience. It is also expected that the applicant must be computer literate and be in possession of a valid Code B driver’s license and be registered with the Allied Health Professions Council of Namibia and be in possession of a HIV/AIDS management Certificate.

Key Performance areas:The successful candidate will be responsible to monitor collection and removal of solid waste from businesses, industrial and residential premises; maintains and controls vehicle, tools and equipment. Be responsible for the supervision and safety of subordinates, as well as the administrative arrangements of the section; communication and liaison and Occupational Health and Safety Management (OHSM) at the workplace.

Requirements: Applicant should have a Grade 12 certificate (pass mark of 20 points over 5 subjects which must include English with an E symbol); Diploma in Solid Waste Management or related field or equivalent; 3 years relevant experience in Solid Waste Management of which 1 year must have been in a supervisory capacity. The applicant must also be in possession of a valid Code B driver’s licence – Code C driver’s license with valid PA will be an added advantage and be computer literate.
