GENERAL MANAGER: ENGINEER SERVICES
 (Paterson E2 Band)

Purpose of job: Takes responsibility and overall accountability for the operations of and to manage the affairs of the Department by formulating the vision of Council into internal policies and executable projects to be executed in order to uplift the standards of living of the community by providing and maintaining an efficient range of services and infrastructure.

Key Performance areas: The successful candidate will be responsible for the following:

  • Top Management Participation (to ensure a professional and comprehensive strategic support to the organization’s CEO and the senior management team);
  • Departmental Strategies and Implementation Plans;
  • Staff Development and Administration ;
  • Projects management methodology determination (to determine the project management approach within the division and take on specific high impact projects and portfolios that may significantly impact organisation’s business success);
  • Oversees and Coordinates the Development of Town;
  • Provides and takes Leadership, Direction and Co-ordination of the Department and executes day-to-day

                functions;

  • Financial Management Accountability for financial dealings undertaken by Department ;
  • Local Tender Board for Swakopmund;
  • Liaison and Communication ;
  • Image management; and
  • Supervision and Occupational Health and Safety Management (OHSM) at the Workplace

Requirements: Applicants should have a Bachelor Degree in Civil Engineering on NQF Level 7. A Master Degree in Civil Engineering will be an advantaged. The incumbent should have 7 years relevant experience as a Local Government Engineer, 5 years relevant experience on Management level with regards to all facets of Management, both theoretical and practical. Registered at the Engineering Council of Namibia as a Professional or Incorporated Engineer and should be in possession of a Code B driver’s license. Knowledge of the following computer programs:-Microsoft Office, AutoCad, MS Projects, SCADA, Telemetry, Water Management, GIS, Document Management, Financial Software

Requirements: Applicants should have a Grade 10 (pass mark of 23 points over 6 subjects which must include English with an E symbol) and a National Trade Diploma in Bricklaying and Plastering. Incumbent should have two years relevant experience and a Code B driver’s license.

Key performance areas:  Extends, builds, improves and maintains public buildings, staff houses, structures, sidewalks and interlocked streets; co-ordinate functions of subordinates; purchases material; controls and maintains vehicle, tools and equipment and Occupational Health and Safety management (OHSM) at the workplace.
