TENDER INVITATION
NOTICE NO. : 42/2016
INVITATION : PROPOSALS FOR INTERNAL AUDITING SERVICES
SCOPE : The Municipality of Swakopmund is calling for proposals for; Internal Auditing Services from Auditing Firms, who is not only independent but also competent to carry out the audit effectively in Council’s interest for 3 years, based on Council’s approved Internal Audit Charter.
The scope of work of Internal Auditor is to determine whether the organization’s network of risk management, control and governance processes, as designed and represented by management, is adequate and functioning in a manner to ensure:
• Risks are appropriately identified and managed.
• Interaction with the various governance groups occurs as needed.
• Significant financial, managerial, and operating information is accurate, reliable, and timely.
• Employees’ actions are in compliance with policies, standards procedures and applicable laws and regulations.
• Resources are acquired economically, used efficiently, and adequately protected
• Programs, plans, and objectives are achieved.
• Quality and continuous improvement are fostered in the organization’s control process.
• Significant legislative or regulatory issues impacting the organization are recognized and addressed appropriately.
Opportunities for improving management control, service delivery and the organization’s image may be identified during audits and investigations. They will be communicated to the appropriate level of management.
PROPOSALS : The proposals submitted should cover the following aspects:
• Internal Audit Planning Approach;
• Internal Audit Methodology;
• Staffing – CVs of proposed team members with proven track record of relevant internal audit experience in Local Authorities.
• Pricing structure and assumptions;
• Existing clients, with specific reference to internal audit assignments;
• BEE credentials in terms of ownership and staffing.

Proposals must be submitted in sealed envelopes clearly marked NOTICE 42/2016: PROPOSAL : INTERNAL AUDIT SERVICES and addressed to the Acting Chief Executive Officer must be delivered at the Office of the Chief Executive Officer, 1st Floor, Municipal Offices, c/o Rakotoka Street & Daniel Kamho Avenue, Swakopmund or be posted to P.O. Box 53, Swakopmund.
