SHEBEEN AND HOME SHOP POLICY:
MUNICIPALITY OF SWAKOPMUND
On 30 November 2006 Council resolved that the “REVISED
POLICY FOR THE REGULATION OF SHEBEEN AND HOME SHOPS”
dated November 2006 regulating the registrations of Shebeen
and Home Shops be approved.

EXTENSION OF MEDICAL FACILITIES AT COTTAGE HOSPITAL ON
ERF 577 TAMARISKIA
A development proposal was received from Messrs Cobus
Lötter Architects CC on behalf of Dr Swiegers for
the extension of medical facilities as needed for the
expected growth of the uranium mining industries in the
Erongo Region.
A portion of
land on Erf 577 adjacent to the Cottage Hospital as per
site plan 2 was allocated for the proposed development
for the Medical Facilities. It is required that sufficient
parking be provided and if necessary the border of the
land allocated be extended to the north. The size of the
land required is ± 4250m².
On 30 November
2006 Council in principle resolved that the alienation
of a portion of Erf 577 Tamariskia ± 4250, in extent,
to Dr Swiegers for the establishment of a medical centre
as per site plan no 2 be approved, provided that:
(i) That if
needed, additional land be made available to the north
to provide ample parking space on the erf.
(ii) That a detailed development plan be provided before
any statutory procedures are started with.
(iii) That
two (2) sworn valuators be appointed to provide a proposed
purchase price for the land.
(iv) That the
zoning for the proposed medical facilities as well as
the Cottage Hospital be rezoned to “Institutional”.

TENURE OF THE
OFFICE OF THE CEO
The Swakopmund
Municipal Council would like to announce that the tenure
of the Office of the Chief Executive Officer, Mr Eckart
Ulrich Wilhelm Demasius has been extended for another
period of five (5) years in terms of Section 27 (3) (a)
(ii) of the Local Authorities Act, Act 23 of 1992, commencing
14 May 2006.

SURFACING OF
ROADS - PHASE 8
During a workshop
held on 15 February 2006 it was agreed to continue with
the surfacing of Roads Project. Due to the magnitude of
the project these should be budgeted for a period of 2
years. Council resolved that the following streets be
surfaced.
(a) That the following streets be surfaced as part of
phase 8 of the surfacing of roads project.
Mondesa
- Complete Mandume Ya Ndemufayo Street - north. (980 m)
Tamariskia
- Silver Avenue. (420 m)
- Smith/Baumgarten Avenue. (550 m)
Vineta
- Daniel Kamho Avenue from the traffic circle northwards
to Dr Schwietering Street. (1100 m)
- Dr Schwietering Street (1 500m)
Kramersdorf
- Aukas Street. (450 m)
- Libertina Amathila Avenue from Moses //Garoëb Street
to Aukas Street. (750 m)
Central Swakopmund
- Libertina Amathila Avenue from Nathaniel Maxuilili Street
to Moses //Garoëb Street. (650 m)
(b) That the
above be spread over two financial years and funds be
provided accordingly.

NEW ENTRANCE
ROAD FROM HENTIES
On advice from
Council's Town Planning Consultants it was resolved that
Daniel Kamho Avenue will remain the main entrance road
from the north into Swakopmund.
The erven planned to the west of road will thus not materialize.
The parking
areas provided will be removed to provide for an additional
lane in the meantime.

ERVEN AUCTION
- EXT. 9 & MONDESA
Earlier in
the year Council resolved to sell the erven by means of
Public Auction on 13 April 2006.
Due to work and planning involved, Council now resolved
that the auction in respect of erf 1847 - Mondesa will
take place on 26 May 2006 and the erven of extension 9
on 28 July 2006.

NEW MUNICIPAL
OFFICE COMPLEX
Council resolved
to appoint Architects for the design of the new proposed
office complex, as follows:
(a) That the competition approach not be followed.
(b) That the
selection and appointment approach be followed.
(c) That the
following criteria to be used for the selection and appointment
of an Architect:
- Special experience of the firm in this type of project.
- Current commitments of the firm.
- Capacity to produce the work to suit our programme.
- Project management experience.
- Architect (person) nominated by the firm to manage the
project.
- Location of Architect's office and resources available
for such a project.
- Profile of the company and previous work performed of
a similar nature.
- Ability of Architect to incorporate local materials
in designs to minimize maintenance and to reflect the
character of Swakopmund.
(d) That Architects
registered with the Namibia Institute of Architects be
invited via a notice in the media to submit ideas for
the proposed Municipal Office Complex which contains the
following:
- Proposed concept.
- Possibilities.
- Architectural opportunities.
The above to
consist of not more than three A3 size hand drawn sketch
plans of which one depicts the proposed layout of the
complex and the rest proposed elevations. The Architects
together with the above submit a complete company profile,
reference list of previous projects completed and breakdown
of fees that will be charged should he/she be the selected
Architect for the project.
(e) That the
Planning Forum compiles the detail of the notice to be
placed.
(f) That the
outcome of the above be submitted to Management Committee
for consideration.

NEW VEHICLE
FOR NAMPOL TRAFFIC UNIT
Council resolved
to donate a vehicle to the Nampol Traffic Unit in Swakopmund.
Quotations will be obtained for the purchase of a new
vehicle and it will be partially financed from funds generated
from the written-off municipal vehicle sold at auctions.

CEO Appointment
to LARC
The Honourable
Minister of Regional, Local Government, Housing and Rural
Development, Minister John Pandeni appointed the Chief
Executive Officer, Mr Eckart Demasius, to serve on the
Local Authorities Reform Committee, due to his long service
and capacities within the local government sector and
the experience he gained in the process.

New Township
Layouts for Swakopmund
Council approved
layouts for erven 101 to 103 Mile 4, a new township extension
north of Vineta, a new industrial township as well as
a township east of Kramersdorf. In total close to a 1000
erven will be made available in time and as need therefore
arises.

Sale of Erven
by Public Auction
Council resolved
to have the next public auction for the sale of erven
on 13 April 2006. 86 Single Residential erven, 2 General
Residential 1, 4 General Residential 2 and 6 Business
Erven will be for sale.
The upset prices range from N$135,00m² to N$200,00m².
Council will also alienate 88 residential erven in Mondesa
to first time property owners. Prospective buyers must
pre-qualify to be able to participate in the auction for
these erven. |
