The Community Development Services Department is responsible for housing, tourism, amenities and public facilities and economic development in Swakopmund.
Responsible for Housing in Mondesa and Tamariskia, viz Meduletu, Kandjemuni, Hadama Hao, Build Together, Informal Settlement Area including future housing development projects.

The Municipal
Traffic Section has two main functions that can be divided
into:

Traffic Law - Enforcement Section: |
Responsible
for the entire traffic control of the Municipality as
well as general law-enforcement within the boundaries.
To educate road users in a traffic friendly environment
and to ensure and promote an accident free zone. Assist
all emergency services for example Firebrigade, Ambulances
etc.
| The
Registration Authority (NATIS): |
For the registration of vehicles, testing of Learners and Drivers licenses, and testing of vehicles for roadworthiness.
Testing for leaners and drivers licenses:
Tuesdays and Thurdays during office hours.
Testing for roadworthiness:
Monday & Wednesday & Friday during office hours.
Convertion of Driving licenses:
Monday - Friday during office hours.
