The sale of Erf 4336, Mondesa will attract 15% VAT.

The Bid Form, Conditions of Sale, as well as a site plan can be obtained from Room BO - 22 A, Ground Floor, at the Main Municipal Office Building. The listed purchasers must pay a registration fee in the amount of N$4 000.00 as set-out in the Conditions of Sale document. The cut-off date for the payment of the registration fee is Friday, 22 February 2019 before 15:00 in cash at the Cashiers. EFT payment or direct bank deposits must reflect on Council bank account on Friday, 22 February 2019 at 23:59.

The pre-registration process commences on Monday, 11 February 2019 until 22 February 2019.  Please visit the Property Section after payment of the registration fee with the original receipt for listing purposes. The submission of bids must comply with the process prescribed in the Conditions of Sale document and erven are allocated on the basis of 1 erf per person (married couples are regarded as one person irrespective of the marital regime); only natural persons and legal entity may participate in the sale.

The attendance of the prospective purchaser or duly appointed proxy at the opening of the closed bids in the Training Centre, Main Municipal Office Building on 8 March 2018 date with the necessary documents, is compulsory.  If no representation is present the bid will be disqualified.  Only bids on municipal bid forms will be accepted. The sale takes place in the Training Centre at the Municipal Head Office, c/o Rakotoka Street. The registered bidders must submit their bids on municipal bid forms from 07:30 until 09:00.

The duly completed Bid Form, in an envelope together with proof of payment of the N$ 4 000.00 refundable registration fee payable per bidder (paid at the Cashiers or by way of EFT into Council’s bank account) and clearly marked with the name of the prospective purchaser and stating “Offer for Erf 4336, Mondesa” must be placed in the blue box marked ‘Closed Bids’ on the Ground Floor next to the Enquiry Desk, at the Main Municipal Office Building on / before 8 March 2019 from 07:30 until 09:00.  Bids placed in the incorrect box will be disqualified. 

Objections
Full particulars of the above property will lie for inspection by interested persons at the Main Municipal Office Building, Room BO-22A, between 07:30 – 13:00 weekdays until 22 February 2019.  The contact person is Ms B Ramos Viegas at 064 – 4104215.  Any person objecting to the proposed sale may lodge such objections in writing, duly motivated, to the Chief Executive Officer, not later than 12:00 on 26 February 2019.

The Council for the Municipality of Swakopmund is not obliged to accept the highest, or in fact, any closed bid received in respect of Erf 4336, Mondesa and reserves the right to withdraw the erf on offer.

Invitation for Development Proposals for Institutional Erf

Notice is hereby given in terms of Section 63 (2) of the Local Authorities Act, Act 23 of 1992, as amended that the Municipal Council of Swakopmund invites development proposals from:

      Qualifying welfare organisations, schools, pre-primary schools, kindergarten and crèches to acquire    
Erf 1239, Extension 3, Tamariskia measuring 1 812m² at N$ 158 550.00

 (Religious institutions are excluded due to the size of the erven and parking requirements)

Requirements
In order to be considered the following requirements must be complied with:

 Welfare Organisations

Private Schools, Pre-Primary Schools, Kindergarten & Creches

ü   A constitution or proof of registration as a section 21 company.
ü   A Power of Attorney granted to a particular person/s that he/she/they have the authority to sign on behalf of the institution.
ü   Welfare organisations applying for land shall provide proof of their financial ability to develop the erf immediately after transfer.
ü   Copies of financial statements for the last six months. In the case where it is not available, proof of financing from a financial institution will suffice.
ü   Proof that the  welfare organisation is operational in Namibia for at least two years before the sale of land is considered.

The applicant must provide a conveyancer’s certificate indicating that:
ü   the Institution is properly constituted, i.e. duly certified copy of the current constitution in English;
ü   The constitution clearly indicates the assignees who are empowered to sign the documentation on the institution’s behalf; and
ü   The name or entity in which ownership of the property shall vest in an acceptable form for the Deeds Registry purposes.
ü  Provide proof of financial ability to develop the erf immediately after transfer.

 

A reverting clause will be registered against the title of the property to ensure the development of the property and control the future sale of the property.

General
The proposal document and site plans can be obtained from Ms A Uushona at the Swakopmund Municipal Building, Rakotoka Street, Swakopmund.

The duly completed proposal document in an envelope together with the required documents, clearly marked with the name of the proposer and stating “Development Proposal for Erf 1239, Ext 3, Tam” must be placed in the blue wooden box, marked “Development Proposals for Institutional Erf” on the Ground Floor next to the Enquiry Desk, at the Municipal Office Building on / before Friday, 28 March 2019 at 09:00. Only proposals attached to the municipal form will be accepted.
